Strange phenomenon
Most of Japanese people except for legal specialists don't know English text of The Constitution of Japan. As a result, The Japanese can't recognize that Article 9 is a strong negative expression. Article 9 in Japanese text is mere ordinary negative sentence. The Constitution of Japan in Japanese text has been described in the way that Japanese people can not recognize the real thing. (Needless to say, I am a Japanese, and my impression to the above interpretation is as follows.)
Probably actual author who was a subordinate of Douglas Macarthur wanted to make the defenseless country because Japanese Government was controlled by U.S.A army at those days. Therefore, historically speaking, It may be the correct interpretation of Article 9 that Japanese Government can never maintain war potential including self-defence. And so, The Japanese is just like defenseless children, like Douglas Macarthur said. On the other hand, It is very important to remember that Japan attacked USA, China and other countries. Interestingly enough, The Constitution of Japan never was amended once in the past.
